How long do you have to live in a state to qualify for student grants etc?

My husband wants to go to university in FL but he’s from CA but has no proof of residence in either states. I’m just wondering how long he’d have to live there before being considered a resident?

..The student or guardian ‘resident’ must have established and maintained a legal Florida residence at least 12 months before the first day of the semester for which in-state status is sought…
